Kolkata HC directs that every district should have Anti Retro Viral Treatment Centre (ART) and CD-4 machine

Bengal Network of Persons Living with HIV/AIDS Vs. State of West Bengal Anti-retro Viral is a medicine for HIV affected persons and CD-4 machine would help in counting CD-4 cell which gradually decrease in number if a person is tested with HIV positive. Case Details and Status The State of West Bengal has only four Anti Retro Viral Treatment Centre (ART), which are situated at Kolkata, Burdwan, Siliguri and Midnapur. Only four CD-4 are installed in Kolkata and Siliguri. The detection and meditation of the HIV positive persons are affected if more centers are not set up. Due to this reason Bengal Network of Persons Living with HIV/AIDS, a voluntary organization filed a Public Interest Litigation, urging that every district of West Bengal should have one ART and one CD-4 machine, which are very essential for treatment for persons with HIV/AIDS. SLIC has conducted this case and Chief Justice Mr. S. S. Nijjar and Mr. Justice Dipankar Dutta of Calcutta High Court passed an order with a direction to the West Bengal State AIDS Control Society to take instruction from the National AIDS Control Organization (NACO) under the Union Ministry of Health and Family Welfare for setting up ART centers and CD-4 machine in districts.
