Ramchandra Rout has been a person with disability with low cognitive understanding. He was under the direction of the District Administration wrongfully and illegal  under "Niladri Nilaya Yozana"  (A scheme of State Government to rehabilitate and resettle beggars)  took illegal custody from his old mother and handed over to an NGO named Nilchala Seva Pratistan  in the month of May, 2020. For months together the mother was denied aces to his son . It was only when SLIC Odisha Unit intervened on behalf of the mother the NGO -Nilachal Seva Pratisthan informed that that Ramchandra Rout has been missing since September , 2020  from Mental health Institute of  SCB Medical College and Hospital, Cuttack. The mother of missing Ramachandra Rout -Smt. Mandi Rout and SLIC Odisha Unit approached the district Administration and local Police Station for appropriate action but no response was forthcoming.
