Degree Prasad Chouhan .Versus State of Chhattisgarh and Anr Writ Petition (Criminal) No. of 2013 The Petitioner of the Petition is a government assistant teacher (Panchayat) who works in the Government Primary School Phoolbahari for the last two years. Petitioner has visited the area as part of a fact finding team on 22.5.13 and has interviewed the affected tribals of the village Edesmeta in district Bijapur and has thereafter made a report. The fact finding team were members of the Peoples Union for Civil Liberty (PUCL), dalit rights activists, advocates, leaders of the Bastar Division of the Swabhiman Manch, a former MLA from the Bijapur constituency and a member of the Chhattisgarh Mukti Morcha. They have filed this petition to put on record the senseless massacre of innocent tribals by the combined forces of the central government and the state police which took place on 17.5.13 in village Edesmeta of Thana Gangalur in Bijapur district of Chhattisgarh where the combined forces opened fire and killed 8 innocent tribals of the Madia/Koya community at about 9 p.m. The petition Praying for an order of this Hon ble Court to set up a Special Investigation Team of police officers from outside the state of Chhattisgarh to investigate and prosecute the persons of the combined security force and for compensation and other reliefs with particular emphasis on directions to be issued so that such an incident is not repeated in the future. In this matter the Supreme Court has issued notice to the state of Chhattisgarh & Union of others.
